スクールワイドPBSとは

米国ではかつて、規則を破った子どもに厳しく対処する「ゼロ・トレランス（不寛容）」が流行し、日本にも影響を与えた。しかし問題行動を減らすことにはつながらず、スクールワイドPBSが注目されるようになったという。2018年時点で全米27000校以上が導入し、近年は日本でも広がりつつあるそうだ。

学校規模ポジティブ行動支援（school-wide positive behavior support; 以下、SWPBS とする）は、学校がすべての児童生徒にとって安全で効果的な学習環境であるために必要な学校文化と個別の行動支援を確立するシステムアプローチであり、エビデンスベーストな行動支援を学校全体で組織的に行う枠組みである（Sugai & Horner, 2011）。SWPBS は、その効果がランダム化比較試験（randomized controlled trial）で検証されており、計画通り忠実に実行されれば、学校規模で問題行動や停学処分が減少することが報告されている（Bradshaw, Mitchell, & Leaf, 2010; Ward & Gersten, 2013）。米国では2017年8月時点で、SWPBSが 26,000校以上に導入されており（OSEP Technical Assistance Center on Positive Behavioral Interventions and Supports, 2018）、オーストラリアでは 2,000 校以上（Schofield & Mooney, 2016）、またヨーロッパ においてもオランダなど複数の国において数百校規模で実践されている。また近年、日本でも取り組みが見られ始め、問題行動の減少や適応的な行 動の増加が報告されている（石黒，2010; 松山・三 田地，2020; 大久保・月本他，2020）。
